The United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) Veterinary Services (VS) is announcing the availability of cooperative/interagency agreement funding to carry out the National Animal Disease Preparedness and Response Program (NADPRP) as described in Section 12101 of the Agriculture Improvement Act of 2018 (aka “2018 Farm Bill”). Through the NADPRP program, APHIS provides funds to support high-value projects that will help prevent the introduction and spread of foreign and emerging animal diseases that threaten U.S. agriculture. Each year, APHIS makes funding available to support projects in priority areas of animal disease preparedness and response that are identified through consultation with eligible entities and stakeholders. Funding Opportunity Description: The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) is announcing the availability of up to $16,500,000 in funds in the National Animal Disease Preparedness and Response Program (NADPRP) to support projects in the core topics listed below.
- 1. Develop, enhance, and exercise State and Tribal animal disease outbreak emergency response plans.
- 2. Support livestock and poultry biosecurity measures and programs.
- 3. Enhance capability and capacity for depopulation, carcass disposal, and decontamination in a disease outbreak.
- 4. Support animal movement decisions in a disease outbreak.
- 5. Enhance animal disease traceability during a disease outbreak.
- 6. Develop and deliver training & exercises to improve animal disease outbreak response capabilities.
- 7. Support outreach & education on animal disease prevention, preparedness, and response.
APHIS will also support projects that address these FY 2025 target issues:
- a. Multi-state and/or multi-partner exercises aimed at improving animal disease response plans.
- b. Biosecurity projects that:
- 1. Improve biosecurity when transporting animals. 1
- 2. Improve biosecurity by evaluating the relative importance of different pathogen routes of entry onto livestock premises and the effectiveness of measures to mitigate those risks.
- 3. Improve biosecurity practices at animal commingling locations and points of concentration such as livestock markets, slaughter plants, and with the packing industry.
- 4. Improve biosecurity among niche producers by educating them about diseases of concern and mitigation strategies for small-scale farms.
- c. Training and/or outreach to support the mental health and wellbeing of animal disease outbreak emergency responders as well as their physical health and safety; may include outreach campaigns to promote the training.
- d. Training and/or outreach to accredited, non-regulatory veterinarians, and/or diagnostic testing laboratories to improve suspected emerging and foreign animal disease reporting; may include outreach campaigns to promote the training and improve disease reporting.
- e. Projects to advance the development of sheep and goat vaccines.
- f. Projects that will enhance aquatic animal disease preparedness and response.
- g. Projects that will enhance equine disease outbreak prevention & response.
